A striking change is on the horizon in La Laguna, one that is of interest to both residents and visitors to Tenerife. The municipal urban planning department has provisionally given the green light to a new plan in Geneto, more specifically in the El Gramal area. The project involves the redevelopment of two plots that are already located within an urban area, but are currently considered outdated and unattractive.
Additional housing
The plan revolves around what is known as a PAMU, a Programa de Actuación sobre el Medio Urbano. This is an urban planning tool that allows existing neighbourhoods to be renewed without immediately taking up new land outside the urban area. For La Laguna, this is important because it is the first time the municipality has used this instrument. The intervention is intended to make additional housing possible while also improving the quality of life in the neighbourhood.
Specifically, the project concerns plots 15 and 16 of Sector Sur Geneto 5. According to the plans, construction will be concentrated on one plot, where a residential building may be developed. The other plot will be entirely designated as a landscaped public green space. This new green area would cover more than 10,138 square metres. For a neighbourhood that is already urbanised, this represents a clear addition of open space, shade, walking opportunities and a more pleasant environment.
Improving daily life
The municipality explicitly links the project to the current housing problem. By allowing housing in an existing urban area, La Laguna wants to respond to the demand for homes without expanding further onto new land. This fits within a broader approach that is becoming increasingly important on Tenerife: using space more efficiently, restoring existing neighbourhoods and improving residents’ daily lives at the same time.
From a technical point of view, the project is already fairly well developed. The promoter is Teproar S.L., and there is a favourable strategic environmental report from Tenerife’s environmental assessment committee. In addition, the published data indicate that the planned density remains below the legal maximum: 277 inhabitants per hectare, compared with an permitted upper limit of 400. The gross building density would also remain below the authorised level.
Transforming a neglected part of the city
According to the municipality, the plan will not place new pressure on public infrastructure or services, and therefore will not have a negative financial impact on the local treasury. However, recommendations regarding drainage, climate risks and hydrological safety still need to be incorporated during the next stages of development. This is not insignificant in an area where climate-resilient planning is receiving increasing attention.
The plan is not yet final. Following this provisional approval, there will be a period of public consultation. Residents and interested parties will then be able to submit comments before the procedure continues. Even so, the direction is clear: La Laguna wants to transform a neglected part of Geneto into a combination of housing and public green space. For those who know Tenerife not only for its beaches and tourist areas, but also for its changing towns and cities, this is a development worth following.
