    ILLEGAL CAR RENTAL IN TENERIFE

Illegal car rental in Tenerife and the other Canary Islands is tempting and can become an expensive affair in case of an incident or during checks.

Car rental is one of the most popular ways to explore the Canary Islands. Sun, sea, mountains, and freedom — the ideal setting for a road trip. But not all rental cars are what they seem. In the shadow of official rental companies, a grey circuit of illegal car rental is growing in Tenerife, where vehicles are offered without permits, insurance, or the slightest guarantee of safety.

    Police reports

What starts as a good deal for many, often ends in a fine or worse: an accident without coverage. These practices are not only illegal, they also undermine the safety of users and the functioning of the legal sector.

In recent weeks, the Cabildo of Lanzarote has issued no less than 60 police reports against providers of illegal car rentals without a driver. These were vehicles offered on the street or online outside the legal framework, without recognition as a transport company and without the necessary permits and insurance.
According to the Canary Islands Road Transport Law, offenders can face fines ranging from 801 to 4,001 euros, depending on the severity of the violation. The law classifies this practice as a serious or very serious offence. The Cabildo, supported by local police forces and the Guardia Civil de Tráfico, has announced that inspections will be stepped up, particularly in tourist hotspots where these offers are most common.

    Illegal

According to the Ley de Ordenación del Transporte por Carretera de Canarias, vehicles may only be rented if the rental company has an official license as a business for passenger transport without a driver — this includes rental cars —, a valid vehicle register with the authorities, and insurance that covers both the user and third parties in case of accidents or damage. Naturally, the vehicles must comply with technical inspections and maintenance obligations.

Companies or individuals offering vehicles for rent without these documents are committing an offence against public order and safety. The chance that they can assume responsibility in the event of damage or accidents is virtually nil, and the user usually ends up bearing all the costs. Even those who do not drive the car but only rent it are exposed to legal and financial risks.

    Risks for the consumer

The most attractive aspect of illegal rentals is often the price. On the street or via social media, vehicles are offered up to 40% cheaper than through official rental companies. What’s lacking is transparency. There is no contract, no security deposit, no clear point of contact. The car itself is usually a private vehicle, without commercial insurance. This means that in the event of an accident — with or without fault — the renter is not insured.

A second risk is mechanical insecurity. Vehicles without technical control or inspection pose a potential danger to the driver, passengers, and other road users. Faulty brakes, worn tires, or missing documentation can lead to serious consequences. In addition, there is the risk of fraud. Cases have been reported where tourists paid for a rental vehicle and never received it, or worse: were scammed with stolen vehicles later confiscated by police.

    Impact on the legal sector

Official car rental companies in the Canary Islands operate under strict standards and carry significant burdens: insurance, staff, maintenance, taxes. When they have to compete with informal rental operators who do not comply with any rules, it results in unfair competition that puts pressure on the sector. The fight against illegal rental practices is therefore also a fight for economic fairness and the protection of jobs in the tourism sector.

    Increased controls and sanctions

Authorities are deploying more resources to detect these practices. Drones, inspection teams, collaboration with tourist information centers, and reporting platforms are just some of the measures in place. In case of violations, vehicles may be confiscated, and fines of up to 4,000 euros imposed.

Tourists are advised to rent only from recognized rental companies. These can be identified by a physical office, a VAT number, a multilingual contract, a properly insured vehicle, and customer service. In case of doubt, one can contact the Cabildo’s tourism office, which maintains a list of approved providers.

    Choose safety and legality

What may seem like a cheap deal in Tenerife and the other Canary Islands can end up costing you dearly. Illegal car rental is not only unlawful, but also irresponsible. For your own safety, that of your passengers, and of other road users, it is essential to work only with authorized companies. Don’t be tempted by low prices without paperwork. An accident, a police check, or even a minor collision could cost you thousands of euros — and no vacation fun is worth that.

I have always given Tenerife a central place and have managed to weave the island into my texts within my editorial and journalistic network. The island, which I have been in love with for decades, has seduced me into writing three books, several reading pamphlets, and thousands of articles, columns, and prose. Information and news are the products, pen and paper are the tools, while engagement is the glue. I want to share the result with everyone. I had to discover it first, then I could articulate it because we are tied to our origins by a thousand threads. Not me..., I was just born in the wrong place. © All works are copyrighted.
